In this grim world, a totalitarian State controls every aspect of private and public life. The laws are oppressive, surveillance is total, and privacy is a relic of the past. As the State-installed manager of an apartment building, your daily routine involves ensuring the building is a comfortable haven for your tenants, who come and go.

However, this is merely a facade that conceals your true mission.

The State has tasked you with SPYING ON YOUR TENANTS! Your primary duty is to covertly monitor your tenants and eavesdrop on their conversations. You must BUG their apartments while they're away, SEARCH their belongings for anything that could threaten the State's authority, and PROFILE them for your superiors. Additionally, you must REPORT anyone suspected of violating the laws or plotting subversive activities against the State to the authorities.

Beholder is all about making choices - choices that matter!

What will you do with the information you gather? Will you report the suspicious activities of a father, orphaning his children? Or will you withhold the details about his illegal activities, giving him a chance to make amends? You may also choose to blackmail him to acquire the money your family desperately needs.
