VNeID: Vietnam's Electronic Identification and Authentication Application

Overview of VNeID Application

Developed by the National Population Data Center under the Ministry of Public Security of Vietnam, the VNeID application leverages population data to facilitate electronic identification and authentication. This application is designed for individuals residing in or visiting Vietnam.

Purpose and Benefits

VNeID serves as a digital replacement for traditional documents, enabling citizen identification in digital environments. It plays a crucial role in advancing digital citizenship, government, and society. Key features include:

• Facilitating medical and domestic travel declarations.
• Assisting authorities in tracking secondary COVID-19 infections and providing timely notifications to the public.

Access Permissions

By using VNeID, users grant the application access to the following functionalities:

1. Internet Access: To connect to the application's servers.
2. Camera Access: For scanning QR codes on Citizen ID cards, which expedites the input of basic citizen information and supports quick travel and medical declarations.
3. Media Access: To store QR code images on the device for verification at checkpoints.
4. Notification Permissions: To send alerts to the user's device.

Personal Information Collection

Users are required to input personal data and medical information for themselves or others, with the latter's consent. The collected personal information includes:

• Full name
• Phone number
• Citizen identification
• Gender
• Year of birth
• Permanent address
• Nationality
• Health status
• Travel details (departure place, destination, vehicle number plate)
• Exposure to individuals with COVID-19

This information is submitted through forms with the user's explicit permission. Users are responsible for their actions and the accuracy of the information provided.

Privacy and Copyright Protection

The National Population Data Center ensures the security of user data, using it solely for COVID-19 prevention and control, and public health protection. Data will not be used for commercial purposes or to invade privacy. Information may be shared with health and other relevant authorities to enhance disease prevention efforts.

The application strictly adheres to its stated purposes and will not collect or use user data for any other reasons. Furthermore, it will not disclose any information that could harm or engage in illegal activities against user privacy, in accordance with Vietnamese law and the application's policy.

Additional Notes

• No Location Tracking: VNeID does not collect location data.
• Anonymity: Users interact within the community anonymously. Only authorized entities can identify those infected or suspected of infection due to close contact with COVID-19 cases for tracing purposes.
